Currently they are sent to a mailing list called
`gnats-prs@gcc.gnu.org'. A copy is also sent to the responsible
person. This person is chosen based on the bug's category; currently
all categories are given to `unassigned' -- something worth
configuring.

People can join this mailing list in the usual (for sourceware) way.

I would advertise gcc-gnats@gcc.gnu.org (instead of the sourceware
address).
