I'm not sure about nice, but yes, but it's only set during make
configure-target-libf2c (?). If configure gets run subsequently to
update anything, you lose AFAICT. I suspect this means sticking
something in the AC_OUTPUT section but presumably Kaveh will sort it
out one way or another.
