Yes. That is part of the plan.

Right now, nobody is responsible -- the intl code is *very* new to gcc. We
don't have any policies/procedures in place to handle this kind of stuff yet.
That's one of the other big issues -- as is making the various front-ends
and the back ends i18n aware.
