I haven't followed this previously and I'm not sure why it's necessary
to configure different Makefiles, but surely it's wrong to make empty
ones since things like `make distclean' won't work?

[In case it's relevant and not clear, libf2c doesn't currently require
the fortran compiler to build it, but might in the future -- some of
it was actually written in fortran and f2c'd.]
