Why -mxgot on MIPS and not -fpic/-fPIC?

It looks like -mxgot has a similar impact on MIPS as using -fPIC
(instead of -fpic) on other architectures.
Why wasn't the -fpic/-fPIC distinction carried over to MIPS?
