I would guess it indicates the configure command didn't finish
successfully, those macro definitions should be set unconditionally
during configure.
Look in x86_64-unknown-linux-gnu/32/libstdc++-v3/config.log for
"checking for the value of EOF"
Also look in x86_64-unknown-linux-gnu/32/libstdc++-v3/include/x86_64-unknown-linux-gnu/bits/c++config.h
to see what the macro is defined to.
