Does Arch Linux not offer devel and debug packages for libstdc++? I
would hope they don't just discard it.

Debian, Ubuntu, Fedora, et al, offer them as a separate install, but
they are available.
$ dpkg -l | grep -i libstdc++*
ii  libstdc++6                            4.4.3-4ubuntu5
                   The GNU Standard C++ Library v3
