there somewhere in the gnu hierarchy? If so could someone tell me where to

Both the "Automated Builds" and "Personal Builds" will contain a gfortran
compiler, afaik. (Certainly, the automated builds do.)
With the automated builds, the names of the executables (gcc.exe, g++.exe,
gfortran.exe, etc.) are all prefixed with "x86_64-w64-mingw32-"
