--enable-symvers=gnu-versioned-namespace

It's "namespace", not "namespaces".

It's goofy, but you have to walk backward.  E.g., use current gcc to
build gcc 4.0, use gcc 4.0 to build gcc 3.3.  You may have to put more
versions in there.
