Your bison version is to new :)
You need to enclose (all) the equal sign(s) in single quotes.
This should do it (in bash):
cp ftpcmd.y ftpcmd.y.orig
sed -e "s/=[ "$'\t'"][ "$'\t'"]*{/'=' {/" ftpcmd.y.orig > ftpcmd.y
