When making hpl, meet erro: gcc: can't specify -c with.....

I am making a soft hpl, it is a benchmark software for HPC.
I have successfully installed the Math Library -- ATLAS 3.7.3 and the OSCAR 3.0. They run well.
My setups as following:
[root@temp] tar zxfv hpl.tgz
[root@temp] cd hpl
[root@hpl] cp setup/Make.Linux_PII_FBLAS Make.Linux_P4
[root@hpl] vi Make.Linux_P4 <----edit the file, the content is as following :
