how to build gasp for cross-compiler?

Hi,
I have built a cross compiler for mipsel-linux,but the mipsel-linux-gasp wasn't generated.
My configure of binutils is as follows:
configure --host=i686-pc-linux-gnu --enable-shared --target=mipsel-linux --libdir=/usr/local/mipsel-linux/i386-linux/lib
It's very kind of you to read this and give me some advice.
