Thumb code with gcc 2.95.3

I've been going through endless docs and search the mail archives, but I can't
figure out how to make gcc produce thumb code. as can be given the -mthumb
option which works great, but gcc isn't producing thumb code. I've tried
configuring gcc as arm-elf, arm-thumb-elf, thumb-elf (doesn't work in 2.95.3)
