May I suggest you to try building a Canadian cross compiler: build a
GNU/Linux/x86-x-arm-elf (that is reported to work), a
GNU/Linux/x86-x-Cygwin tool-chain (that is also known to work), then
use them to build a Cygwin-x-arm-elf on GNU/Linux/x86.
