* acinclude.m4 (GLIBCPP_CONFIGURE_TESTSUITE): Set
GLIBCPP_BUILD_ABI_CHECK based on cross compiling, build, host
variables.
* aclocal.m4: Regenerate.
* testsuite/Makefile.am (noinst_PROGRAMS): Make conditional on
native compiling.
