Log message:
* stor-layout.c (place_union_field): For bitfields if
PCC_BITFIELD_TYPE_MATTERS and TYPE_USER_ALIGN, set record's
TYPE_USER_ALIGN.
* gcc.dg/bitfld-3.c: New test.
