Yes, Debian carries a patch for glibc: localedata/locale-zh_TW.diff
That has a comment referring to
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=352600 which has a comment
from one John David Anglin linking to our own PR 31413 :-)
So since this bug is specifically about static linking (which is a glibc bug)
I'll move the discussion of the Debian FAIL back to PR 31413.
