[Bug c/79879] Integer overflow in functions from scanf() family in MinGW, Cygwin, Borland/Embarcadero C environments

MinGW support told me that they can do nothing because MSVCRT is closed source
library. And they told me to do direct request to GNU GCC maintainers with ask
to provide warnings in compiler when somebody is using "%hhu" and linking to
MSVCRT library.

Should I open new request here?
