After updating the source tree a

> make

in the toplevel in a configured and built tree with --disable-bootstrap doesn't
work.  The build always complains about RTS files needing a re-compile.  Well,
the _do it_.  It looks there are no kind of dependencies set up or makefile
rules that would look at changed sources?

This makes updating a dev tree with ada nearly impossible.
