[Bug fortran/67758] [GCC 6 regression] ICE on invalid use of COMMON

If I compile the test as free form before r228458, I get the following ICE

or if configured with --enable-checking=release

(null):0: confused by earlier errors, bailing out

After r228458, I get

then gfortran hangs.
