Contrary to the requirements of the C++ standard, <stdint.h> on NetBSD 5.1 only
defines its helper macros conditionally:

#if !defined(__cplusplus) || defined(__STDC_LIMIT_MACROS)
#include <machine/int_limits.h>
#endif

#if !defined(__cplusplus) || defined(__STDC_CONSTANT_MACROS)
#include <machine/int_const.h>
#endif


This causes lots of test failures like:

/home/jwakely/src/gcc/libstdc++-v3/include/ext/random.tcc:69:52: error:
'UINT32_C' was not declared in this scope


Maybe we should make <bits/c++config.h> define those macros for targets that
incorrectly think they are required.
