[Bug middle-end/45631] Indirect call profiling can be improved to handle multiple targets

Sure. I will work on this. I will have a new mode that do multi-target
value profiling and keep current single-target mode. Let me know if we
only need to have multi-garget mode.
The integration with LTO may take a while as I have not read the code for long.
