I'm not at all sure that there is something to fix here. But in practice the
implementations differ, current clang rejects the test exactly like gcc. Icc
doesn't, it even accepts things like:

template <int N>  
struct A { 
  void C(void);
  template<typename> void B () ; 
}; 

template <>
void A<0>::C()
{
}

template <>
template <typename T>
void A<0>::B<T*>()
{
}
