[Bug sanitizer/59068] libsanitizer doesn't build on x86_64-unknown-linux-gnu with Linux 2.6.18

I'm fine with disabling libsanitizer. Libsanitizer's GCC maintainer(s), whose
job it is to make sure it is documented, and either works or is automatically
disabled on major targets, should do it.
