Patch to generate header insn-opinit.h early

Bootstrap failure on parallel build of gcc cross compiler for ARM target.
Single job build unaffected and verified to work.
In my particular circumstance, the first pass builds successfully however the
second pass, which builds libgcc as well, fails due to above reason.

Build error:
In file included from <path_to_gcc_src>/gcc/lra-constraints.c:127:
<path_to_gcc_src>/gcc/optabs.h:24:25: error: insn-opinit.h: No such file or
directory

Reason: Prerequisite header file 'gcc/insn-opinit.h' not generated before being
required.

Solution: add 'insn-opinit.h' to 'generated_files' variable in
'gcc/Makefile.in' where prerequisite files are declared (obvious it should be
there) - see attached patch.

System: Darwin host.local 12.4.0 Darwin Kernel Version 12.4.0: Wed May  1
17:57:12 PDT 2013; root:xnu-2050.24.15~1/RELEASE_X86_64 x86_64 (OS X 10.8.4)
System GCC: gcc version 4.2.1 (Based on Apple Inc. build 5658) (LLVM build
2336.11.00)

Build GCC: gcc version 4.8.1 (crosstool-NG hg+unknown-20130621.174606)
Target Arch: ARM
