The point of that change was to enable C++11 threading on platforms that
support Pthreads without the Timeouts option, so the fact the tests now run
instead of being UNSUPPORTED is intended.
We could always take alpha*-*-osf* out of the target list, but I'll try to
figure out how to make them work on Tru64
