I decided to maintain the status quo (modulo external changes).
-- Some partitioning will fail on D9 for the same reasons as D10
-- once we've sorted out the other two problems
(I agree with Dominique, they should be two additional separate PRs)
-- then it is a one-line patch to enable for D9.
