The following invalid code snippet triggers an ICE on mainline:

template<template<int> class... T> struct A
{
void foo(T<0>);
void bar(T<0>);
};
================================================================
bug.cc:3: error: parameter packs not expanded with `...':
bug.cc:3: note: 'template<int <anonymous> > class T'
bug.cc:4: internal compiler error: tree check: expected class 'type', have
'exceptional' (error_mark) in bind_template_template_parm, at cp/tree.c:1242
