OK, all this mess comes from the following lines in /usr/include/locale.h:
#if (__STDC__ - 0 == 0 && \
!defined(_XOPEN_SOURCE) && !defined(_POSIX_C_SOURCE)) || \
defined(__EXTENSIONS__)
#include <libintl.h>
#endif
They cause libgnuintl.h to be included (under the name intl/libintl.h) before
gettextP.h in dgettext.c:
#include <locale.h>
#include "gettextP.h"
#ifdef _LIBC
# include <libintl.h>
#else
# include "libgnuintl.h"
#endif
so no libintl_* function gets ever declared.
