[Bug other/24845] [gomp] make "-fopenmp" imply "-lgomp" when linking

There is a problem - -static.  If -fopenmp automatically adds -lgomp,
then -static -fopenmp should add -lgomp -lrt -lpthread on some platforms,
-lgomp -lpthread on others, maybe something different elsewhere.
But specs are these days usually just compiled in into gcc/g++/gfortran
driver and libgomp is configured separately.
I'm not saying it is impossible to solve this, but it is certainly non-trivial.
