It not a dup of 20248. The initial discussion there mirrors
this PR, but Harald added in a discussion with regard to the
INTRINSIC/EXTERNAL keyword. He suggested that an option be
added so -std=f95 -fintrinsic-allowed=iargc would not disable
iargc as an INTRINSIC precedure. I haven't had the time to
pursue this idea.
