I just committed the following patch.
PR web/21679
Add links to the Releases and Snapshots pages near the top of the
navigation bar (the former replacing the current Timline link) and
remove these links from the Download section in the navigation.
This resolves the usability problem described in comment #4; it removes
the "Timeline" link, which also is somewhat problematic (in that it did
not provide the development roadmap nor snapshots), in favor of one link
for releases and snapshots, each.
There are two different paths two downloading a release: one via the
Releases page (which provides various options) and one via the Download
section and the two links there.
The only issue I do not agree with is the usability of the mirrors page:
all one needs to do is choose one mirror site (= selecting a link) and
then navigate to the releases (or snapshots) subdirectory there (= selecting
another link out quite few).
