[Bug c++/21135] New: &a[-2] ICE at the top level


int a[4] = {0,1,2,3};
int *b = &a[-2];

doesn't work, it fails with:

t2.ii:1: internal compiler error: Bus error
Please submit a full bug report,
with preprocessed source if appropriate.

This ICEes because it is going deep into expand, and there is no cfun, and no insns at that time.

This should be host/target/build independent.
