PR tree-optimization/15784
* fold-const.c (fold): Fold ABS_EXPR<x> >= 0 to true, when possible.
Fold ABS_EXPR<x> < 0 to false. Fold ABS_EXPR<x> == 0 to x == 0 and
ABS_EXPR<x> != 0 to x != 0.
