[Bug target/19663] LINK_GCC_C_SEQUENCE_SPEC doesn't play nice with RTEMS

As I already said, it is generally applicable and not specific to Solaris, in
that it should be the default behaviour for a generic linker.

And it is not an historic artifact either (it was added relatively recently, see
the link I already pointed at).
