I gave up on compiling cctools.
Instead I got the latest CVS for 4.0.0 and installed the cctools binary and
started from scratch.
SUCCESS!!!
I don't know what I was doing wrong. Maybe some cruft was left over from an
unsuccessful build.
Now on to testing and maybe helping with gfortran intrinsics.
