[Bug ada/17260] New: Cannot build Ada libraries and tools

Building gcc-3.4.1 from gcc-3.3.3, the Ada gnatlib_and_tools is not a valid
target in the gcc/Makefile. The procedures used were the same as building
gcc-3.3.3, which was completely successful.
