[Bug preprocessor/15933] New: Caching of include files breaks compilation

Consider (this comes from SPEC2k 181.mcf):
limits.h:
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
#define my_limits 1
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
test-includes.c:
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
#include <limits.h>
#include "limits.h"
int
main (void)
{
#ifndef my_limits
#error "wrong limits included"
#endif
  return 0;
}
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~

With GCC 3.4 both files are included but GCC 3.5 CVS of today not.
This has been broken between the tree-ssa merge and 2004-06-07.
