[Bug ada/15845] New: Illegal program not detected, circular renames

procedure Test_247019 is
   procedure p1;

   generic
   package pak1 is
      procedure p2 renames p1;
   end pak1;

   package new_pak1 is new pak1;
   procedure p1 renames new_pak1.p2;   --ERROR: circular renames
begin
   p1;
end Test_247019;

I expect an error message like this:
test_247019.adb:10:33: self-referencing renaming declaration

But the compiler remains silent.
