[Bug web/15652] New: gcc.gnu.org cvsweb download is broken

Following download links on cvsweb results in an error message like

Error: Unexpected output from cvs co: cvs [checkout aborted]: Absolute module
reference invalid: `/gcc/ABOUT-NLS'

eg http://gcc.gnu.org/cgi-bin/cvsweb.cgi/gcc/ABOUT-NLS
then click 'download' which is
http://gcc.gnu.org/cgi-bin/cvsweb.cgi/~checkout~/gcc/ABOUT-NLS?rev=1.1.12.1&content-type=text/plain
