[Bug libstdc++/14422] GCC wont recognize mem_fun1_ref

That's because the function is called std::mem_fun_ref instead of 
std::mem_fun1_ref. The latter is a prestandard naming dating back 
to the original STL. gcc tries to be standards conforming, though.
