Using relative paths with --prefix is not a good idea. I think that is
a known bug. It might be reasonable for configure to warn or error out
for this. You might consider submitting a bug report into the bugzilla
database. We don't track random messages sent to the gcc-bugs mailing
list, so nothing is likely to happen unless it goes into bugzilla.
