libstdc++ lossage on alpha

It seems glibc 2.2.0 as distributed with RH 7.0 will (may?) return NULL
for the call to __newlocale in locale::facet::_S_create_c_locale, which
causes libstdc++.so startup to go to hell.
You should be able to reproduce this on castro.
I'll probably install all the updates for RH7.0 at some point, which
includes an upgrade to glibc 2.2.4, which may well cure this problem,
but thought I'll give you a chance to see if we can somehow sensibly
degrade into generic mode for the "C" locale.
r~
