Because the major version number of libgcc_s was bumped for the first
release.

One can hope. It's about to become GCC 3.0 final, so it had better
be.
However, some people have reported difficulties with glibc 2.2.3, and
the decision was to fix it, instead of GCC. I don't recall the
details.
