Seems that this was kind of a false alarm. I forgot that I had installed a
3.0 snapshot from last week as the system compiler on that machine. Reverting
to 2.95.3 has made that problem go away and the bootstrap is proceeding.
On the other hand, it's clearly not so good that 3.0 isn't usable as the host
compiler for the first stage of a bootstrap. I guess -O0 is generating bad
code for some reason.
