I don't know that I'm a gnats guru. However, I have checked in a
change to gnatsweb.pl that disables the ability to confidential
reports. The easiest way to do it was to remove the ability to select
`yes' for the confidential field (but leave the field remaining). (My
attempts to fully remove the field didn't work out.)
