I haven't seen anybody posting "-fnew-abi"-related messages to the
libstdc++-v3 list lately (which was a plea made by Gabriel in one of the
final messages in that thread you mention). The 2-or-3-way libio sync
also mentioned in that thread is happening again right now, so I couldn't
tell you what -fnew-abi does to a build.
Thanks for noticing the discrepancy. That entry should probably be updated.
