use bash and make-3.77 to build on cygwin32



Several of my problems building on cygwin32 appear to be the
fault of ash (the standard sh.exe).  configure may erroneously set
HAVE_INTTYPES_H or fail to configure gcc, or produce
messages like "cannot lstat /d".  Turning /bin/sh.exe into a
symlink to bash.exe makes a difference, as does installing
make-3.77.  Just be sure that you don't let the make build invoke
an incompatible version of automake.  That cost me several
hours.
