ChangeLog (was: Debugging patch)

BTW, I noticed that for many/most documentation changes there is
no ChangeLog entry (e.g. I noticed that my patch to invoke.texi
was installed, but my ChangeLog entry was not added).

According to the GNU Coding Standard having ChangeLog entries
for documentation is not mandatory, but shouldn't we adapt
http://egcs.cygnus.com/contribute.html accordingly if those
ChangeLog entries won't be used anyway?
