As with all 2.8.1.x releases, this file is an add-on to egcs-1.x (and snapshots) and/or libstdc++-2.8.1.1. To install, move all files and directories into egcs' resp. libstdc++'s toplevel directory; see the README.libg++. Please note, libg++ is unsupported. You should not start new projects using libg++; it is an excellent testbed for the new compilers, though.
